Uganda Mourns as ISO Chief Oluka Dies Suddenly

KAMPALA, Uganda—Thomas Tayebwa, the deputy speaker of parliament, paid tribute to Brigadier-General Charles Oluka in Parliament on Wednesday. Oluka was the Director General of the Internal Security Organisation (ISO) and died on Tuesday.

Tayebwa called Oluka a dedicated servant of the nation. Oluka worked to restore ISO's integrity. ISO faced criticism in the past for allegedly running secret prisons.

"He served Uganda well," Tayebwa said. "Good things were happening for him. He got married last year and was just promoted."

Tayebwa said Oluka improved ISO's image. He said ISO no longer has constant issues.

Oluka collapsed and died during his evening prayers. He was taken to Doctors' Hospital Sseguku on Entebbe Road. Doctors pronounced him dead there.

His death shocked Uganda's security sector. Oluka's family said he had a heart condition.

Oluka became ISO's leader in October 2020. He brought reforms to make ISO more professional. He wanted to improve public trust in ISO.

Oluka was from Teso. His wife, Harriet Akisa, survives him. They married in 2023 at St Patrick's Catholic Church in Madera-Soroti.

Uganda mourns Oluka's death. Details about his burial and official recognition will come soon.
