Education Ministry skips caning, lets bullies roam free

The Education Ministry addresses school bullying through comprehensive education rather than punishment alone, and Minister Fadhlina Sidek said officials must prioritize standard operating procedures while protecting underage students' rights. The ministry adopts educational methods despite public preference for physical discipline, and Fadhlina explained that suspended or expelled students eventually return to the system for re-education. The approach requires collaboration with the Royal Malaysia Police to handle cases that constitute criminal offenses.

The ministry will strengthen advocacy programs to teach students about the impact on emotional well-being after the Penal Code Amendment Act 2025 took effect. Mental bullying produces significant harm that requires early intervention to prevent severe consequences, and Fadhlina emphasized that this form of abuse demands particular attention from educators and administrators.
