The Harare City Council faces serious claims about cattle theft. Reports say thieves take about 100 cattle each month from the city's farm areas. These details emerged at a public hearing where the city's suspended town clerk, Engineer Hosiah Chisango, gave testimony.
The person leading the investigation, Mr Thabani Mpofu, asked Engineer Chisango about missing cattle from a city farm. This farm usually holds around 3,000 animals. Mr Mpofu pointed out that officials report 100 cattle deaths monthly. He believes these death reports hide the real issue of stolen cattle.
Engineer Chisango explained that cattle were not the main focus of the farm. The site mainly treats sewage and manages waste water. He added that the lack of animal care experts might explain why many cattle vanish.
The town clerk stated he had not seen any reports about the cattle deaths. He stressed that the council puts most of its effort into handling waste water. They wanted to bring in experts to care for the animals as a new business plan.
Engineer Chisango admitted the council lacks good systems to track the cattle. Their main job stays focused on waste water treatment. Mr Mpofu told the commission that city officials freely steal from the farm, calling it a "looting paradise."
