Katima CEO fights no-pay suspension

Katima Mulilo Town Council Chief Executive Raphael Liswaniso challenged his immediate suspension without pay after Urban and Rural Development Minister James Sankwasa ordered the action. The official learned of the decision on Wednesday but received no explanation for the precautionary measure that blocks his salary and benefits while investigators examine unspecified matters.

Council spokesperson Chrispin Muyoba confirmed the suspension prevents interference with the investigation. Liswaniso submitted an appeal within the seven-day window and awaits details about allegations that triggered the administrative action against him after eight years leading the council.

The suspension follows the August dissolution of the entire council over governance failures. Sankwasa dismissed the mayor, deputy mayor, and five other members after they refused to return three land plots that were traded for vehicles with a businessman. Political party leaders supported the suspension as a necessary measure for holding leadership accountable for failures affecting residents.
