Congo's military and M23 rebels are blaming each other for new fighting that popped up right before everyone's supposed to sign a peace deal in Washington. The army said Rwandan troops and M23 hit their spots in South Kivu, calling it a straight-up violation of the ceasefire that America and Qatar helped set up. M23 fired back, saying Congo actually started it with air strikes and ground attacks while pretending to want peace.
