People who live in the Ibanda District feel upset. They say police officers ask for money when someone wants to leave jail. The officers want 50,000 to 100,000 shillings before letting people go.
Many people discussed this problem at a community meeting in Kayenje Ward, Nyamirima, and Bufunda wards. They felt angry because they had told leaders about it before, but nothing changed. One person said, "We hate paying for something that should cost nothing. Our leaders need to help us."
Mr. Benon Kaimutsya, who leads the Bufunda Division, knows many people feel unhappy about this. He says this happens all over, not just in Bufunda. He asks people to speak up before they give money to the police. "It works better if you tell someone before you pay instead of complaining later. Then bosses can stop it," he said.
The police boss at Ibanda Central Police Station, Mr. Duncan Kansime, says no one sent him a real report about officers asking for money. "Nobody gave us any real reports. If people want us to do something, they must show proof against bad officers," he said.
Mr. Godfrey Mbetegyereize, an important leader in Ibanda, feels angry about the police asking for money. He says this makes people stop trusting the police. "Taking money this way hurts people. Police should help people, not make their lives harder," he said.
The law in Uganda says police bonds cost nothing. Police must either let people go or take them to court within two days. Leaders want people to tell them right away if the police ask for money.
