Unfortunately, there isn't much-documented history about who started Zimdancehall.
There is only a whole bunch of both Zimdancehall artists and music producers who claim to have started the genre as pioneers which are nothing more than clout chasing.

You won't get an accurate answer to the question of Zimdancehall's history. It's all a matter of individuals claiming to be trailblazers of the genre yet their assertions can't be traced beyond a reasonable doubt.
And back in the day when Urban Grooves was mainstream music in Zimbabwe, there was no such thing as Zimdancehall like it is today, although certain Zim artists imitated the sound of Jamaican Dancehall music.

DJ Fantan is a good example of what a clout chaser is.
It's laughable to imagine Chillspot Records started Zimdancehall music.
Before Chillspot Records was a thing you already had Winky D, King Labash, etc making songs that would shape what Zimdancehall music is today.
DJ Fantan didn't start Zimdancehall music.
