Mutsvangwa fumbles ZANU-PF coup, Mpofu stays

A constitutional expert has declared Chris Mutsvangwa's letter announcing ZANU-PF Politburo changes to be legally invalid. The correspondence incorrectly cites Article 9, Sections 65 and 67, as authority for removing Obert Mpofu from Secretary-General duties. These provisions address economic development and healthcare functions rather than personnel decisions. Mutsvangwa signs as Secretary for Information and Publicity and Party Spokesperson, a composite title not specified in the constitution.

The actual constitutional office under Section 63 does not serve as the spokesperson for the First Secretary. No authentic communication exists from the First Secretary himself regarding these appointments. Section 54 limits the First Secretary's powers, while Section 49 restricts head appointments to sessions of Congress. The expert concludes that without constitutional authority, these reassignments cannot take legal effect.
