The former governor ignored Christian communities in the southern part of the city completely. El-Rufai refused to build roads or provide basic services to these areas. He treated them like they did not belong to the same state.
Security became terrible under El-Rufai according to Salisu. Kidnappers grabbed people from every part of the state during his rule. Travelers could not safely reach places like Birnin Gwari or Kafanchan. Many innocent people died or disappeared on these dangerous roads. Violence killed countless residents in Zangon Kataf Local Government Area and Atyap Chiefdom areas.
